Not noticeably.  Last time I ran pagespeed, I was at 90/100.

This way, you'll most likely get a PR for your new site, AND you might actually get your PR back on the old site. Then, you're way better off than you were before! :)

Do-follow links pass PageRank. 

In my experience, the only time I have seen Google strip a site's PR is if they are selling links. But PR doesn't have and bearing on your rankings. Losing your PR shouldn't hurt you except in that no one wants to buy links from you anymore.
