No clue why that would be, but I have seen quite a bit of chatter that believes it to be true.  That would explain why some blogs started around that time mysteriously have no PR on this update.

I'm at pagerank zero too!  It's like golf, the lower the score the better.  Or like Alexa ranking.  I'm at 90,909 Alexa right now.  Just started blogging in September 2013.  They must not give out PR's for blogs started after a certain date.   I'm not too worried either.  Except it means I'm unlikely to ever get private advertising if this really is the last PR update ever.  :)
