Back then you had to achieve a level.  Now anybody can get it.  I would reach out to them as it might be something small.

I didn't think they had to accept new sites but it could be that your URL used to be on a blacklist.

You could also try alternatives like Media.net or Infolinks.

Both times I've been rejected. Is there a certain statistic they are looking for? Am I doing something wrong?
