	<description><![CDATA[<p>Wish I could help you here - I haven&#039;t had encoding issues yet (online, anyway).  My first instinct would be downloading everything, converting locally, and re-uploading.  On the desktop, I would <a href="http://linux.die.net/man/1/iconv" rel="nofollow" target="_blank">use iconv</a> (UNIX, your choice everything else.)</p>

	<description><![CDATA[<p>Somehow, the character encoding on every single one of my CSS files on a few of my sites got messed up. That&#039;s why my site appeared broken this morning. If I open a CSS file in cPanel and set the encoding to UTF-8 and resave it, that CSS file will load properly. But the ones I don&#039;t do this step appear garbled. Here is an example: <a href="http://www.seampublishing.com/wp-content/themes/artificer/functions/css/shortcodes.css" rel="nofollow" target="_blank">bad css file</a></p>
<p>There are a LOT of CSS files and it would take me ages to open them one by one. Does anyone know a way to  change the encoding of files in bulk, either through cPanel, FTP, or webDAV?</p>
