I think that would depend on your ability to design a site yourself. What is your technical knowledge? What types of services?

This question may be dumb, but I dont know much about web design besides html and css. If i wanted to get a website built that is high-end: meaning that it can offer people services which they can choose from, do I have to get a web-designer or someone to build me a program? I'd really appreciate it if you guys help me out on this one.
