I've stared at my budget for hours at a time and said, "Now is the time I'm going to change my spending to conform to the budget." Today, I realized I've been doing it all wrong. I don't want to incorrectly assume that others make this same mistake, but it seems like creating budgets are the easy part. 

The place people seem to slip up is in the behavioral modification and FOLLOWING of a new budget. That's something that rarely seems to be addressed.

I think you are right here – many people take that first step and make a budget, but then fail to follow it. I've also known some friends that I helped that start off good (they follow the budget we made them 100%), but overtime begin to spend more and more.

 

I've found that Mint (or a similar service) does a great job with helping people stay within their budget since it gives them an up-to-date, graphical feedback.
