Any Advice on How to Get My Google Rank Up?

I have a page rank of 0.  I have gotten my Alexa to move significantly but my Google has not budged.  Someone asked me if I am banned by Google.  I don't think so.  Most of my traffic comes from Google.  However, when I once tried to place an ad with Adwords I was told that my site violated policies.  I have asked them what policies and they never tell me.  They just copy and paste a generic list of items that MIGHT explain why they will not run my ad.  I do not feel like any of the reasons apply to me.  I don't even want to run an ad anymore, I just want to make sure my site is acceptable at this point.

Anyway, I am assuming my site is not banned from Google because, like I said, I come up in searches.  If I am wrong please feel free to tell me.  Assuming I am not being punished by Google, what can I do to get my ranking higher than zero?  I have backlinks.  Alexa has me as having 165 and I am sure I have more.  I have been told to get .edu and .gov links but I have not been able to do so yet.  I keep writing articles geared to college kids hoping I'll get in that way but no such luck yet.  Is there anything else I can do to get a Google rank?

Thanks!

Google hasn't updated their PR in quite some time (since late 2013).

There is no guarantees they will ever update it again, actually.

A better measure at this point MozRank and/or DomainAuthority.

You can check these stats at Moonsy.com.

You can pretty much take the first digit of your DA, and that is about the same as PR.

For instance, the Domain Authority of my site (http://seedebtrun.com) is a 46.

Our page rank is 4, where it has been for a long time now.

If your DA was 35, that would equate to a PR of 3.

If your DA was 22, that would equate to a PR of 2.

..and so on..

It also takes time to build up a reputable backlink profile, quality content, and a good user experience. Focus on the readers and the rest will follow.
