When I teach social media workshops, I always point out the fact that there are higher traffic times than others – however, another factor is what region your readership is based in/time zones, etc. Ultimately, I believe that if you've engaged your followers, you're working to be transparent and sincere, and you put out quality content, they will seek/find/read whatever pertinent information you put out there.
However. If you are interested in checking out what the best (predicted) times are for posting your status updates on Twitter, I often use Timely - http://timely.is - which is a very cool (free) service… somewhat like Hootsuite or Tweetdeck, but more flexible in that you can add as many Twitter accounts as you'd like, and it will either post immediately or schedule them for the best time based upon your followers and their stats. It's a fun tool.
I think the most important thing we can all do is support one another in RT's, @ Replies, and in promoting each across our social networks.
