microsoft word and save as pdf and then design cover either in gimp or photoshop.
google blank ebook covers and place ur cover over the book template if you are looking for one that looks like a book.

That road works if you are offering a free ebook for newsletter subscribers. If you ate going to charge for it, get it formatted for ebook readers. Amazon's mobi first at the very least, but preferably epub for Barnes & Noble, iTunes, Google Play, Kobo, and others. Find someone who does that sort of thing (shameless plug: I do), or hire someone off of Fiverr. If you go the Fiverr route, pick somebody that has multiple positive ratings from the same person.
Pay someone to do a cover for you, if you aren't a graphic designer yourself. Fiverr is one option, or you could check out freelance sites, or 99designs. Use Amazon to see what common elements are for best sellers in your category.
Also, it is probably a good idea to hire a copywriter to write a description for you. Make sure your title has your primary keyword for you
