I have just started my website about 3 months ago, and my reader volume has recently peaked. I have seen other sites run promotions/giveaways in order to gain links and readers to their site. Is this an effective way to make others aware of my site?

Most definitely! But be aware, from what I researched, no everyone will stay. If your intention is to drive traffic to your site, you should give away something that you think will drive people there. For example, I just did an Amazon Kindle giveaway. It prevented my wealth, but in the end it was well worth it to me. I probably made my giveaway a lot harder than other blog's giveaways, but heck, I was spending $140 for a Kindle so my readers had to work for it. You can view it belive.

Another big aspect is to submit your giveaway to online websites. Using Google's stats, I generated the most traffic from the following:

http://www.prizey.net (25)
As should should know already, Twitter is its own beast.
My giveaway had 1073 page views in seven days and helped knock my Alexa ranking down by 10,000,000! Good luck.

i think so. i give out a free report "how to make a $1k residual income per month in just 180 days" and the results have been great. my subscribership has shot up significantly. people like free stuff, and when the free stuff is packed with value, word spreads virally and as a result you get more people back on your blog

Another good one is: http://www.contestgirl.com/
For my $500 giveaway a few weeks ago, someone submitted it to this site and I got about 1000 visits from it.
Giveaways are good to increase numbers (subs, FB fans, Twitter followers) but the hard question is to quantify what that really means.
What's worked for me is partnering with other sites in the giveaway so that we have to like each other's pages. Kind of like a guest post, but you get a lot more traction out of it.

I'm currently giving away a fairly large eBook (on ETF Investing). My thought is that it will help establish me as somewhat of an authority on investing topics in general. I think it gives people a reason to keep coming back to our site as well.

I'm a bit torn on the Giveaway thing..
In some ways, I feel that it really would feel out of place in what we are doing with our site.
"Follow along with a suburban family in debt, as they move towards financial security… and WIN AN GIFT CARD!! WOO!"
That just doesn't sound right.
But at the same time, I think that stepping up our RSS, Facebook, and Twitter numbers would be worth the investment. (especially the RSS readers)..
We might end up running one at some point, anyways.. Maybe 6 months in.

In order to somewhat keep with your theme, you could offer $25 to the winners favorite charity…though on your own behalf. That way you get a tax write off, do something good with the money, and gain some additional readers and subscribers.

That is a cool idea I never thought of, a giveaway for charity. I don't have the resources necessary to run a giveaway, or it at least would be an unnecessary cost in my book. And it would not fit my theme of a student frugality blog.
I have seen lots of giveaways so I assume they work well. But I think it should probably come, not as a final resort, but it should be an idea that you use later than three months for instance. If you get a big enough audience they will be able to share the giveaway with more people, which will bring more to your site.There are other ways to attract new readers that I would concentrate first before having a giveaway.
