I've had some decent guest posts pitched to me, but many are just mediocre "spun" articles that are unique insofar as they pass a copyscape check.  The catch is always that they're looking for a free link.

They're likely getting paid — and not a whole lot — for the article placement on your blog.  Their customer is someone who's paying to boost their backlink count.

Yea, the whole idea sounds strange.  Getting paid to spam guest posts on other people's blogs.  It doesn't seem very lucrative.  Also, I am wondering who first thought of this idea as their business plan, the conversation probably went something like this:

"So, how are we going to get more visitors to our site?"

"Well we don't have a successful blog, so let's spam other people's successful blogs."

"Nah, too time consuming."

"Ok, let's pay other people to spam blogs for us." 

"Genius."

Probably 97% of the "guest post" submissions pitched at me are spam. I don't even read most of them anymore. I would say that you should probably only accept guest posts from bloggers you know personally, or have at least heard of.
