Sandy you can create a personal profile and then create a fan/community page. I had to signed in first before creating a business page here https://www.facebook.com/pages/create.php

It's really helpful. Choose business or company options and then choose website. Also, enable likes in your options page. If you want me to set one up for you, let me know. You can just email the details I would need.

From what I can tell pages don't count towards the like counter, only profiles, since I'm still at 23.

Only personal profiles count in the total number of likes that you see on your page. When a page likes another page, it is displayed at the bottom of the left sidebar of that (the "liker's") page.
Since pages can operate more like profiles than before, maybe they should revisit that setting.

That's what my thinking was. I'm in total agreement that fan pages should be recognized in the same manner as personal ones.
