They actively apply penalties. Meaning, yes, they'll do it whenever they want. Many of the penalties that will take your PR from a 3 to a 0 are manual penalties, and are "turned on" by a member Google's staff rather than done algorithmically.

Nick, the actual PR, which google has never shared publicly changes continuously in real time. The PR we all know off is the toolbar PR, which they update whenever they feel like it. The regular updates include how your site has done in the time since the last update. The penalty, like what we are experiencing here can come anytime.

Hey Nick, no one really knows how Google arrives at their algorithm or what they are looking, and very few people would know. As Suba said so clearly 
However, it is well known that Google does hand checks on sites by staff. In other words they do manual audits whenever for whatever reason. As Suba said, they can manually adjust the PR ranking accordingly.

Haha! It's all good. There are way too many metrics to keep up with for me. I used to focus a lot on them but have been slowly separating myself from them. Interesting post over there… I guess they "matter" a bit, at least to advertising, although I wonder what the tangible effect of a PR ding would be.

Hah, yep – but what I call "street Greek," learned w/ my cousins on the streets of Athens in the 80s and 90s. I think it just changes the dynamics on how you make money. Look at someone like John Chow or Pat from smartpassiveincome, and notice how little of their income comes from things that G has influence over. At least in so much as PR is involved. If you can maintain your search engine traffic and grow your readership, there are plenty of viable income sources.
Which isn't to say that it doesn't make it more difficult, to be sure.

Alright attention, all yakezie who saw PR go down, logon to webmaster tool and on dashboard check for alert. if you notice any alert there, click on and see the recommendation and do the needful.
I cna send you screen shot if you want in mail if you don't see nay alert and are being penalized.

I also got the slap today. I got the alert in webmaster tools but it is very vague and I have never heard [edited by the admin] so I have no clue what to do to appease G and get back on their good side. Thoughts?
