I have about 4 keyword optimized posts on my blog that bring in most of the traffic and they are all relevant to my audience.
As far as the evaluation, I usually am able to suggest 10 good keyword optimized posts that will fit in with your current content. I think I gave Justin a little over 10. It just depends on what information I get.
I have a questionnaire that creates a customized plan for your site with post ideas and optimized titles.

I think you might be talking about the actual posts from the evaluation. The final package would consist of one post written by me. And also an option to purchase further keyword optimized posts at a bulk discount.

It's all about the links. Get some higher PR sites to link to your site and you'll see your PR go up. Simple as that.

As Derek just said PR is about links and nothing else. All you need is to do is attempt to get links from other sites, carnivals and guest posting are two ways of doing it. Try to persuade people you know to put you on there blogroll which should help increase your PR.
I would always try for repeat traffic over PR as PR is only really useful if you plan on selling links.

I did an evaluation for Money Is the Root. He can give you an idea on the process.
I highly recommend LaTisha… she was quick and had a great method for turning around my SE Traffic…Im still in the process of implementing everything, since on the tech side I'm an idiot. But I even have a laundry list of article topics to write about thanks to her, and they should generate more traffic than Im used to getting. My traffic so far is up significant this month from the little bit that she has directed me to do.

I can't believe the resources here… so far I've hired a new staff writer (EXCITING) and another for managing my blog carnivals and now some SEO help! My Alexa has come down out of the millions… down by almost 200k (in just four days).
Oh, and I'm on the fall teams (Team #4) for more promoting.
Man, I'm feelin' the love!

If you don't have the content, your PR won't improve.

It took me almost a year to get any PR at all. Google is fickle…. ultimately I believe content & viewership is what matters the most. Write for the human, not for the machine.

PR is a strange thing. I created a somewhat niche site a few years ago and haven't updated it in over 2 years and the PR is a 3. Crazy, huh?
The only thing that I think helped it is that I linked to it from two other main sites as well as submitted it to a few carnivals. Guest posting and carnival submissions should help.
