The name you might be looking for is "XRumer," which is the name of the software which does this spamming. It used to work really well, but you're right–Google knows how to detect nonsense like that. Panda hit article directories, forums, etc. really hard, and those who had overweighted their backlink structure to these kind of sites were very often it.
(Not saying that a Pandalized site had to be spamming. It's a square can be a rectangle but a rectangle can't be a square kind of statement.)

My backlinks are atrocious and I've never paid anyone for links so Panda definitely penalized me for other reasons!

Yeah, that's why I said it is one thing people get Pandalized for. I wasn't saying all get pandalized for that reason alone.

Now that Pat Flynn's back linking strategy is very well known, do you think Google will try to penalize that too?

He didn't invent that linking strategy. He got it from Joseph Archibald's book. I'm pretty sure that strategy has been around for a long time, but it still works! I got my VA to use his strategy, and after a week, I jumped from not being in the top 100 to 19 for my keyword!

Hosed means that you're paying too much for your va to do the back linking strategy for you.
