Not to scare you but to make you aware, let's see this loophole. If I click on your adsense ads 20 – 30 times. Google would flag it off for illegal clicks, whatever you're earning on your other site would be gone in entirety.
Established sites survives this type of direct attack on pockets as they have lots of other visitors who don't click ads making ad click rates normalized.
There are two famous mails from Google blocking adsense accounts
i) 'Illegal clicks' – when too many clicks originated from one IP. I haven't heard any one getting the ban lifted when accused of this
ii) 'Risk to our customers' – When you have too few visitors and too many ad clicks you'll get this one. People do get out of it by successful appeals. Another reason people say is lack of privacy policy and disclaimer on page.
No one knows actual Google rules, people only speculate. When OCAAT was only a month old I got the second mail and unsuccessfully appealed.

You cannot have 2 adsense accounts from the same payee. It is against the TOS of adsense. You can have two accounts with two legal entities (personal account, business account). But don't have it with the same physical address and the payee. Google will easily find out and disable both (they track the ip you login from as well, for click fraud).
You might want to wait until you have good number of SE visitors and then add adsense. Also it is on you to keep track of fraudulent clicks and be proactive about click frauds in your blog. You can track that and report it to google before they ban you. It is a black hole, but it "might" help.

Thx Suba! you're right, it's in fact one of the very first things you certify while creating a new adsense account.
Corey definitely option 2 is better for you, don't take chances with Google.

I use one account for all my sites. I can segregate the earnings by site so no need to keep track of multiple accounts.
