For my publishing business, I paid royalties to my authors for the first time last year and submitted 1099-MISC to each of them and the IRS. I did have to order them because apparently you can't use the form found online I then filled out my tax return with the appropriate Schedule C information.

 

Today I received in the mail "Publication 15 – Employers Tax Guide" Umm, I don't have employees. My authors fail every test for employee-employer relationship. Do I need to be worried that they are going to audit me to figure that out?

Don't think you should have to worry since you are following all of the guidelines. Might be a good idea to call a tax professional to be sure though.

That doesn't make sense to me because employees aren't issued 1099s, they're issued W2s. So maybe the mailing was triggered by something else? 

 

You can always try calling the IRS and have them look up your records to make sure nothing weird shows up. I've had to call the IRS a few times and always found them surprisingly helpful.

But a lot of people try to commit tax fraud, sometimes not even realizing it, by claiming their employees are contracted help.
