You should change your SSID to something like "FBI Mobile Surveillance." ;-)

Noooooo! With a capital 'N'! I'm pretty shocked that they had the cheek to ask in the first place, not is it that it's a major security risk but also the fact that they screamed at your husband in the middle of the street would of made up my mind.
In none social terms YOU are held responsible for that connection, and if someone else uses it to search/ download indecent images or any other illegal activity you will at the least be fined. It's just not worth the risk, even if you had known them for more than 3 months.

We have a crack addict/hoarder neighbor across the street that will come around in the middle of the night asking for favors like a ride somewhere or money to pay their uitility bills. The rest of the neighborhood is amazing, but this one home is just…ummm…special. I used to say "No" nicely or grumpily, but with her last visit, I flat out let her know to stop asking me for favors or money. It was 11:30pm and she wanted "utility" money. I told her that I have my own bills to pay and do not appreciate her coming by in the middle of the night. And I slammed the door.
So, anything nicer than that is a step up, right?
Oh wow, I don't know what I would do if one of my neighbors acted like that! What a crazy story! Hopefully that lady will be out of your hair soon once she realizes she can't afford to live in your neighborhood.

I would just tell your neighbor that you are not comfortable stealing. And if they continue to ask, then I would get REAL about it and tell them they should be ashamed of themselves. The cigarette thing would just eat me up.

Wow that takes some brass (just to ask once but TWICE)…
You should "rent" out the service to them and limit and monitor their access to it (like three hours a day but only after 11pm), but of course rent it out for twice the cost of the internet service :)
But honestly I would NEVER give out a password to my access both for privacy and security issue…
