This question may be dumb, but I dont know much about web design besides html and css. If i wanted to get a website built that is high-end: meaning that it can offer people services which they can choose from, do I have to get a web-designer or someone to build me a program? I'd really appreciate it if you guys help me out on this one.

Thanks for the advice. I realized that in order to get my small biz idea running, I need someone to build a program. Hopefully it's not that expensive and you guys will see it up and running soon.
