I too don't know how the PageRank gods make their determination. Fortunately, I have a PR 3. But unfortunately, it has been a PR 3 for the last year. No progress is no bueno.

I stopped selling text links three years ago.
Well, since they terminated my Adsense account without an explanation, I'm inclined to sell links to make up for the future lost income.
I guess that means I'll never go higher than my current PR1.
Did you click any of your own ads or ask others to do it, Khaleef? They're very strict about that and will catch it.
Also, you can sign up for another account if you use a different tax ID number. If you used your business to sign up for it, it'll be a little harder to fix but it's possible.

That's the crazy thing, they won't tell me what I did. I don't click on my own ads, and I never encourage anyone to do so – they even asked during the appeal if I belonged to any networks that colluded to click on each other's ads. The only thing I could imagine is that a few people clicked on ads from my job and they assumed it was me.
I set up my account with my business name and EIN, but I plan to see if they'll let me set one up under my personal Google account.

The only problem there, Khaleef, is keeping your personal stuff separate from the business. Not a huge issue if you're not an LLC or corporation, but it's not a good practice to mix business & personal stuff anyway.

Yeah, that's the problem. I had my Adsense setup under my LLC. I keep my tax prep and website costs separate from my personal finances. I have to check ou my options with this.

I've had a blog with a PR4 that changed to a 2 w/o any noticeable reason. I've received a PR 3 quickly on CM, but it hasn't budged. Since backlinks are a way to improve rank, I've tried to use the Yakezie search options. Hopefully it'll help members. I think if we make it a habit of at least cross-linking to one relevant member site, it could everyone out. I also find Insights plugin helpful with linking to my own blog posts as well as others.

Keep in mind that PageRank changes to the sites linking to you can have an effect too. If you have a PR5 page linking to you that suddenly drops to a PR3, then that page has a lot less authority to spread around and so the authority it is passing on to you is reduced as well.

I'm still waiting for my PR to go above PR0 after almost 6 months now. Hopefully in the next update i'll have at least a PR1 to show for my efforts. :)

My blog went to PR3 to PR0 after accepting text link ads. I have continued to accept text link ads and after a year the site went back to a PR3 from PR0 and then went to a PR4 after the latest update. It really doesn't make any sense to me why the page rank keeps changing but I'm hoping it won't go back down again. Having a PR0 didn't seem to affect my traffic but it did cost me advertisers.
