excellent! Consider this formula
PR(A) = (1 – d) + d * SUM ((PR(I->A)/C(I))
self explanatory, each link adds value to your PR, your PR is not at all a weighted average. It's a direct sum.

Except monetary difference and wrong concept going around, I can't think of any other reason. I heard this PR dilution concept a many times at many places. And analyzed myself. Then I found out many good experts took this pain already.
Advertiser have set budget, like you and I they want to maximize their money's worth by selecting high PR sites.

Homepage only is largely to avoid the problems of having a very high concentration of sitewide links. Sitewide links, in too large of quantities, are very indicative of linkbuying.

Yes very logical explanation. The other aspect is, like comment links, sidebar links also don't carry much of a weight.
